EO的對象一般為政府機構，針對個人的總統令叫proclamation (not EO). 近期關於中國大陸移民的幾個行政命令都是Proclamation，如2020年4月22日的【Proclamation Suspending Entry of Immigrants Who Present Risk to the U.S. Labor Market During the Economic Recovery Following the COVID-19 Outbreak】，2020年5月24日的【Proclamation on Suspension of Entry as Immigrants and Nonimmigrants of Certain Additional Persons Who Pose a Risk of Transmitting Novel Coronavirus】，以及2020年5月29日的【Proclamation on the Suspension of Entry as Nonimmigrants of Certain Students and Researchers from the People’s Republic of China】.
