Proclamation

Proclamation 是总统令的一种，与EO的主要区别在于是否具有法律效力（EO具有法律效力，而如非特别指出，Proclamation不具有法律效力）以及针对对象（EO一般指向政府机构，而Proclamation一般指向政府外团体或个人）。

近期关于中国大陆移民的几个行政命令都是Proclamation，如2020年4月22日的【Proclamation Suspending Entry of Immigrants Who Present Risk to the U.S. Labor Market During the Economic Recovery Following the COVID-19 Outbreak】，2020年5月24日的【Proclamation on Suspension of Entry as Immigrants and Nonimmigrants of Certain Additional Persons Who Pose a Risk of Transmitting Novel Coronavirus】，以及2020年5月29日的【Proclamation on the Suspension of Entry as Nonimmigrants of Certain Students and Researchers from the People’s Republic of China】.
